Callatis resisted romanization much better not only because it was an allie of Rome, but Histria has been destroyed and abandoned for a while (probably after the attack made by Burebista) while Tomis was a small town in greek times (but during the empire evolved in the main center of Dobrogea), so resitance to romanization depended on the strenght of the locla community.
