FLavius Valerius Constantinus Posted January 3, 2006 Report Share Posted January 3, 2006 Another minor reason was that before Caracalla, citizenship mattered much and that way, the provinces could never equal Rome. But when universal citizenship was given and the old traditions died, the Italian mainland no longer held significance over other provinces, everyone was the same. Why exactly was the imperial system more popular in the provinces? Probably because the empire was more accomodating of provincials (or at least the elites) than the Republic had been.
