slavery in Rome

Fictional story: A "spacetime tremor" occurs, causing a part of the Empire in the year 178 (from the Danube to Patavia, from Raetia to Dalmatia) to "break away" from the rest. I won’t bore you with the details, but eventually, a battle robot from the distant future is seen by the Romans as a Titan, and the woman who operates the robot is believed to be Minerva. This woman has access to the knowledge of future generations, which she shares with the Romans. However, she has a modern humanist perspective and decides to limit slavery.

Here’s my question: If this "Minerva" were to issue the following laws—immediate emancipation of slaves under 15 years old, a ban on the importation of new slaves into the Empire, and a maximum duration of slavery of 25 years—could Rome adapt to these changes?

For context: Minerva has the full support of the common people and the military.
