In the pursuit of Roman sites on the Italian coast you are constantly encountering lookout towers or hill towns fortified for these "pirates" which came after the pax romana or mare nostrum dissipated. They are actually part of what I suppose you would call client states of Ottoman empire. Let us appreciate what the Romans accomplished, although I am not sure if they allowed non-Romans free passage thru the Med. The pirate name is I think a euphemism for organised warfare (with actual raid investors) that came before and after the Romans, and didn't really vanish until north Africa was colonized again in 1800s.
