If not, and that is actually how it looks, then it serves an additional function of leaving an imprint on wax. The eagle was a standard form of symbol after the Marian Reforms in the Late Republic and as far as I can see, this does not actually represent a particular legion, rather it seems to be a symbol of imperial authority. Who used this is anyone's guess other than they had some authority. Whether it's genuine I cannot answer. As it happens, it does look rather well defined and in good condition for the period in question. I wouldn't part money for this unless you get expert appraisals and good provenance.
