Can anyone please explain the exact meaning of this quote? What is the source of this info?

"...and after the reign of Augustus all new colonies in Gaul were full Roman colonies, so that the number of Latin citizens was reduced."

Could it mean that all Civitates were upgraded to Coloniae or does it simply mean that Municipia were reduced?

 

Also, I've heard a rumour that certain gallic towns with a forum-basilica, such as Paris, only held vicus status? True or false?

No one can understand this, it looks like a contradition, the autor should explane more much...Well i'll do it for him :

 

According to my informations the remnants of the period Gallo roman are few, and the history of roman paris doesn't look very interesting, whatever the romans left their colonies to the inhabitants "for the Gauls and Germans" . The Gauls accepted the civilization and the supremacy of the romans. They are even become an example within the Empire. The romans left to that dominated the choice of religion and so the number of Latin citizens was reduced...

 

I don't know if you can red french, for me i prefer most ancient books like this one about the Roman History of Paris and Galic towns "1893" from the famus French Library 'Gallica' :
