Remember that the British and French populations had the carnage of WWI fresh in their memories. I don't believe that a legion was ever composed of 16,000 men, nor a cohort of 1,600 men. Perhaps the 'writer' is thinking about an army (more than one legion), and a detachment of cohorts (more than one cohort).
